What is the Highland Village Homeowners' Association (HVHA)?

Highland Village Homeowners' Association is the assumed name of the Highland Heights First Association. We are a non-profit corporation formed in 1987 to provide for the maintenance, preservation, and architectural control of the resident Lots and common areas of the Highland Village subdivision. This corporation is recorded as the Highland Heights First Association on your deed.

Who are the members of HVHA?

All 192 Lots (homes) located within the subdivision known as Highland Village are members of HVHA. This affiliation was recorded with the deed to your Lot and is a legal obligation. When more that one person holds an interest in any Lot, all such persons are considered members. However, only one vote per Lot may be cast.

Is HVHA the same as the Colby Lake Swim and Tennis Club?

No. The Colby Lake Swim and Tennis Club is a separate and distinct corporation. Your Lot (property) deed indicates if you belong to the swim and tennis club. As a separate entity, the Colby Lake Swim and Tennis Club operates under the rules of its Bylaws, has a separate Board of Directors, and its own dues.

Can I opt-out of my membership to HVHA?

No. When the developer filed our neighborhood's platmaps with the County Recorder, the Declaration of Covenants, Conditions, Easements, and Restrictions was filed against each Lot. This restriction establishes your Lot (you as Lot owner) as a legal member of this association.

What am I required to do as a member of HVHA?

  1. You are obligated to pay annual assessments (dues) in accordance with the Bylaws.
  2. You are required to follow the guidelines established by the Highland Village Architectural Control Committee.

 What else can I do as a member of HVHA?

  1. You may participate in HVHA decisions by attending the Association Annual Meeting & Picnic, or attending HVHA board meetings.
  2. You may be elected as a director of HVHA, or chair the Architectural Control Committee, Maintenance Committee, or Nominating Committee.

Do I have a say in the decisions of the Highland Village Homeowners Association?

Yes. Your membership in HVHA automatically entitles you to a vote. However, only one vote is allowed per Lot. You may cast your vote in person or by proxy. Every proxy is revocable and shall automatically cease upon conveyance by the member of his Lot.

How are decisions made for HVHA when there is one meeting a year?

Per our Bylaws, the Board of Directors conducts the business of HVHA upon behalf of the members. The Board is comprised of the officers (President, Vice President, Secretary, and Treasurer), and Chairpersons of the Architectural Control Committee, Maintenance Committee, and a Nominating Committee.

What are my annual dues used for?

The annual dues collected by HVHA provide the means to pay for upkeep of the following common areas.

  • Plantings, signage, and lighting for the Highland Village monument on Valley Creek.
  • Plantings, signage, and lighting for two Highland Village monuments on Highland Blvd.
  • Maintenance of the sprinkler system that waters all three monument boxes, the Highland Blvd median, and the Interlachen Pkwy lawn along the pedestrian walkway from Highland Blvd down to and including the corner at Valley Creek.
  • Planting and weeding of the Highland Blvd median and monument planting boxes.
  • Weekly mowing of the Interlachen Pkwy median, the pedestrian walkway from Highland Blvd to Valley Creek, and mowing of the Valley Creek & Colby Lake property easement. The City of Woodbury has designated these areas as HVHA responsibilities, which includes watering, fertilizing, trimming, and spring and fall clean up. See Common Areas for pictures.
  • Winter holiday decorations and lights for the monuments.
  • Mailbox numbers for association members.

 Annual fees also pay for the following business expenses.

  • Insurance for the common areas and the Board of Directors.
  • Bank fees.
  • Legal fees (Association Attorney).
  • Mailbox rental fee.
  • Copying
  • Postage.
  • Office supplies.
  • Website.
  • Utilities.  

How do I get a copy of the Bylaws, Architectural Guidelines, or other HVHA documents?

These documents are not currently available in electronic form. Contact us to request copies of these documents; there is a nominal fee for the documents.
