Resale Disclosure Certificate

Per Minnesota Statute, it is the seller's obligation to provide a Resale Disclosure Certificate to the buyer of any Lot in a homeowners association. State law gives the homeowners association ten days to complete the request for a Resale Disclosure Cerificate and allows us to charge a fee for this certificate and required documents. There is a $48.50 fee (allowable by state law) to provide the certificate and accompanying documents that include:

  • Resale Disclosure Certificate;
  • Balance Sheet, Income-Expense Statement, Budget;
  • Articles of Incorporation;
  • Bylaws;
  • Declaration of Covenants, Conditions, Easements, and Restrictions;
  • Amendments to Declaration of Covenants, Conditions, Easements, and Restrictions (HVHA has 3 amendments);
  • Architectural Guidelines; and
  • Collections Policy.
You may request an expedited Resale Disclosure Certificate that would be processed within 48 hours (Monday-Friday) for an additional $10 fee.

Dues Current Letter

Prior to closing, the title company may request that the Association complete a Dues Current Letter. We require ten days to process this documents and there is a $20 fee, allowable per HVHA bylaws. The fee may be collected at closing. You may request a RUSH completion (within 48 hours Monday-Friday) for an additional $10 fee. Send Dues Current Letter requests to mail@HighlandVillageWoodbury.com.

Colby Lake Swim & Tennis Association (CLSTA)


Most Lots in this subdivision are a member of the Colby Lake Swim & Tennis Association also, which is a separate entity. The swim and tennis association has its own Declaration, Bylaws, and annual assessments. Contact them at

If you are selling a property located in the Highland Village subdivision
  • Highland Village subdivision homes are located on the following streets in the City of Woodbury.
    • Highland Bay, Highland Court, Highland Circle
    • Cambridge Road, Cambridge Alcove
    • Princeton Road, Princeton Court, Princeton Bay
    • Cornell Road, Cornell Circle, Cornell Bay
    • Loyola Drive
  • Our current Homeowners Association (HOA) assessment is $84.50. The assessment pays to maintain our Common Areas and will be billed in May.
  • The HOA Declaration of Covenants, Conditions, Easements, and Restrictions (CCERs) is recorded against each Lot. Every Lot is legally bound to our homeowners association. Our HOA is incorporated as a nonprofit under our corporate name, Highland Heights First Association. We operate under the Assumed Name Highland Village Homeowners Association.
  • No Owner may waive or otherwise escape liability for the assessment provided for in the Bylaws, Articles of Incorporation, or Declaration of Covenants, Easements, and Restrictions by non-use of the Common Area or abandonment of his or her Lot.

If you are purchasing a property located in the Highland Village subdivision

  • All Lots within the Highland Village subdivision are subject to the Articles of Incorporation, Bylaws, Declaration of Covenants, Conditions, Easements & Restrictions (CCERs), and the Architectural Guidelines for Highland Village. These documents impose restrictions about how Highland Village Lots are used or altered, and how the Association operates.
  • Ensure the Association Assessments are current before you purchase a Highland Village Lot. Your seller should provide you with a document signed by our HOA that verifies the status of assessments against the Lot.
  • Unpaid assessments, in cases other than foreclosure, are a lien against the property and will become the responsibility of the new Lot owner if they are not settled prior to closing.
  • Annual assessments are mailed to Lot owners in late May. The current assessment fee is $84.50. The Board of Directors may raise the annual assessment fee by an amount up to ten-percent. Assessments are due July 1.
  • Assessments that are not paid within 30 days after the due date shall bear interest at the rate of eight percent (8%) per annum.
  • Lot owners whose assessments are past due shall lose their voting privileges until their account is current.
  • The Association may bring action at law against any Owner personally obligated to pay the assessments, and any penalties.
  • The Highland Village Collections Policy, guides the Board of Directors actions regarding Lots with past due assessments. Use the Contact Us page to request a copy of the collections policy.
  • If your seller did not provide copies of our governing documents (Articles of Incorporation, Bylaws, Declaration of Covenants, Conditions, Easements, and Restrictions (CCERs), or Highland Village Architectural Guidelines), you may obtain copies of these documents for a fee. These documents are not available in electronic form. Use the Contact Us page to request a copies.
  • The Architectural Guidelines are being updated by our Architectural Control Committee.
