
Collins Electric repaired electrical lines along the Interlachen Pkwy walkway that were damaged during last summer's Woodbury Water Treatment Project. Electricity has been restored to all three monuments and the Highland Blvd median.
Unfortunately, the line was severed under the Highland Blvd roadbed that feeds the Interlachen Pkwy median's irrigation system. The sprinkler repair on this median is contingent on restoring electricity to the sprinkler controller. The Board is seeking reimbursement from Xcel for damage caused by their subcontractor who cut our power line while digging near the small monuments last year.

Irrigation replacement work along Interlachen Pkwy begins in May. The irrigation system was destroyed during the Woodbury Water Treatment Project dig.
The board submitted a grant to the City's Water Efficiency Incentive Program with hopes of offsetting repair costs. We are installing a more efficient irrigation system that should reduce the HOA's water usage costs.
The Main Monument will be the only area planted this year because of the lack of irrigation.

Numerous Lots had their landscape material removed during the process of eliminating mailbox posts and installing the new posts.
The mailbox contract did not include any landscape repair. Since this is the first time a project like this has been attempted by our HOA, the Board didn't anticipate that many of the new posts would not have their original landscape material replaced. Lot owners for each mailbox group are responsible for replacing any missing landscape materials around their mailbox posts.

THANK YOU to to our Highland Village neighbors for your support of our mailbox project. If you have issues with your mailbox or post CONTACT THE ASSOCIATION. Homeowner changes to mailboxes or posts will invalidate the contractor's material and workmanship warranty.
Final Costs
The final invoice has been paid but homeowners will be billed for the metal toppers ($11 per Lot), with the 2026 assessment. This cost was unknown when Special Assessment invoices were mailed.
2026 annual assessment invoices will be mailed in late May and are due July 1.

Collections Actions
The Board is moving forward with collections against seven Lots that meet the requirements for such action, per the HVHA Collections Policy.

Changes to your house or Lot may require PRE-APPROVAL, as required in our covenants & architectural guidelines. BEFORE you sign contracts for exterior changes to your property, contact the
Association. The HOA has 30 days from receipt of your properly executed Architectural Approval Application to approve or deny your application. These forms in the Downloads section of the HVHA Docs & Forms page.
SOLAR PROJECTS: The HOA has up to 60-days to approve solar installations once a properly execute application is received, per Minnesota statute. Contact the Association BEFORE starting a solar project. Your solar installer may contact the HOA for info but the owner must sign and submit the application.
